Issuer: Site owner for managed or interior sites; no permit for personal street photography

Cost: No permit for personal photography; commercial shoots at managed sites need agreements

Public-space photography needs no permit. Museums, palaces, and stations set their own commercial rules.

Article 33(1) permits disseminating works permanently on public roads, streets, squares, and gardens, including commercial use. Outdoor public space only; interiors excluded.

Practical notes

  • A camera drone of any weight triggers ULC operator registration, unlike the pure-weight rule people expect.
  • Old Town and palace-garden complexes (Wilanow, Lazienki) impose their own filming fees even though outdoor panorama freedom is full.
